Big news for the disability community. Expanded eligibility for ABLE accounts is officially taking effect in the new year, thanks to years of advocacy and hard work. These changes mean more people with disabilities can save and plan for their future without risking critical benefits.

Phyllis is a longtime co-advisor of Project ACTION!, supporting the members of the advocacy coalition to advance their goals, strengthen self-advocacy and expand their impact in the DMV. Thank you for your hard work and commitment Phyllis!

Phyllis has more than three decades of experience advancing equity, best practices, and community-driven solutions for people with developmental disabilities and their families.

Since joining QT in 2003 as a Lead Advocate, Phyllis has held several different positions supporting the mission of the organization throughout her tenure at QT.

Marcayla is committed to amplifying the impactful work of the organization and sharing the stories of the people that Quality Trust advocates for and changes the lives of every day. We thank Marcayla for her service and commitment to inclusivity.

Marcayla Connell is Quality Trust's Communications Associate. She is celebrating her 2nd year of service with our organization. She leads our social media across multiple platforms, manages the website, and communications of the organization, ensuring an impactful online presence and engagement.

Morgan led a national campaign to require health coverage for prosthetic and orthotic devices and co-led a working group looking at accessibility in reproductive health clinics.

As the President and CEO of Steadfast Strategies, she supported efforts to protect parental rights for people with disabilities and coordinated educational programming addressing the needs and amplifying the voices of survivors with disabilities.

Christine is a deeply passionate advocate who consistently centers the people she serves, modeling a person-first approach and inspiring her colleagues through her dedication and persistence.

With more than 30 years of experience in disability advocacy, Christine Foster has spent 23 years making an enduring impact at Quality Trust. Since joining the organization in 2003 as an Advocate, she has grown into leadership roles including Advocacy Coordinator & now Program Services Coordinator.

At Quality Trust, we recognize that disability justice is inseparable from racial justice, and that true equity requires listening to, supporting, and centering Black people with disabilities year-round — not just this month.

At the intersection of racism and ableism, Black people with IDD often face compounded barriers in education, healthcare, employment, and safety, while also being leaders, advocates, artists, and community builders in their own right.

Black History Month is a time to honor Black resilience, leadership, and liberation — including the lived experiences of Black people with intellectual and developmental disabilities (IDD).

Your lived experience matters. This is a chance to speak directly to decision-makers about what’s working, what isn’t, and what needs to change. Accessible participation is a right—not a privilege. Let your voice be heard!

Your voice belongs at the table! The DC Council is holding a Performance Oversight Hearing for the Office on Disability Rights (ODR) and the Department on Disability Services (DDS) on Thursday, February 26—and self-advocates, families, providers, and community members are encouraged to participate.

Jimi’s career reflects a deep commitment to strengthening Quality Assurance & Quality Improvement through data-driven practice. He brings extensive expertise in leveraging Medicaid waiver funding to support people with disabilities in living full, self-directed lives.

Early in his career at Quality Trust, Jimi helped develop the HCBS Waiver in 2006, shaping systems that continue to improve the lives of people with disabilities.

Throughout his tenure, Jimi has served with distinction in several leadership roles, including Lead Advocate, Policy and Legislative Coordinator, and now Deputy Director for Programs.
