E.g. the ability to get around should be a right, not a privilege. It's essential for a functioning society that all of its residents can readily move around.

I think trying to force a particular city type on its residents is not justifiable. A city should serve the needs and desires of all its residents. The question to me is how you balance the interplay between them.

But I also feel cars should subsidize public transit, for economic justice reasons.

Isn’t it an obviously reactive response to give permission? Why not clearly state what is allowed get the application to show it will be done properly and then check it was done properly after?
