The Data Foundation reaffirms its commitment to supporting the integrity and independence of America’s federal statistical system. Recent events underscore the importance of the institutional and legal safeguards that protect the objectivity of federal statistics and serve the American people and economy.
Statistical independence is not dependent on any single individual but is built into the system itself through robust policies, procedures, legal frameworks, and the culture and people of the statistical system. The Foundations for Evidence-Based Policymaking Act (Evidence Act), signed into law by President Trump on January 14, 2019, established comprehensive protections for statistical agencies. Building on this foundation, the Office of Management and Budget’s Public Trust Rule—a regulation required by the Evidence Act—codifies four fundamental responsibilities for statistical agencies: producing timely information, conducting credible and accurate activities, maintaining objectivity, and protecting data provider confidentiality. We have confidence that federal statistical products retain their fidelity to those principles.

The Data Foundation calls for attention from the White House Office of Management and Budget (OMB) and congressional oversight committees to:
Conduct a review of statistical agency activities that have altered data collections in 2025, encouraging a transparent mechanism for documenting changes to Information Collection Requests under the Paperwork Reduction Act
Request that the OMB Director and Chief Statistician of the United States issue an immediate memo to federal departments and agencies to halt implementation of recommendations that conflict with the Public Trust rule for statistical collections until a comprehensive review can be completed by designated statistical officials
Provide transparency to the public about any changes to statistical data or methodologies, consistent with the Paperwork Reduction Act and OMB's pledge to adopt "radical transparency,” which has been supported by the Data Foundation

The collections should always be reviewed, but we should resist saying a single question means a collection is not worthwhile or useful to decision-makers and researchers.

There is much more to understanding why national-scale data are collected and what surveys are useful, and always more than merely the number of questions and the pages of text involved. DOGE seems to currently be reviewing interagency agreements that implicate the entirety of the fed stat system.
