The state has done some pounding, but I think most of this densification is due to local action β€” community plan updates, density bonus (which the state copied from San Diego), Complete Communities and the ADU bonus program.

SD City Council voted 6-2 to establish a parking meter zone in/around Balboa Park. City aims to install meters on 6th Ave and Park Blvd by the fall. Revenue to be spent on parking/mobility needs, including free tram service and fixing broken lighting.

Vote on paid lots is still a few months away.

They might also offer some deal for employees who work in the park. And the zoo could still direct visitors to those lots for overflow parking, and they could still offer a direct shuttle, but the visitor will have to pay for the parking space.

While final rates have not yet been established and are subject to City Council approval, Parks and
Recreation is initially proposing a $12 all-day rate for Level 1 lots and recommend the Level 2 and 3 lots
would be set at 50% of the Level 1 rate at $6. With a resident rate factored in, residents would receive a
50% discount at the highest tiered rate, Level 1 lots, which would be $6 instead of $12. Staff’s research
suggests that comparable all-day parking fees in similar recreation based off-street lots typically range
between $5 and $15.

City Council is set to vote on Monday on the installation of on-street meters. A vote on the off-street lots won't be for several months.

Zoo lots will still be free until the city and zoo can strike a revenue sharing deal.

SANDAG pares back freeway expansions in draft transportation plan Officials are seeking public input on a draft Regional Transportation Plan that maps out infrastructure investments over the next 25 years.

SANDAG says its draft 2025 Regional Transportation Plan has the smallest network of managed lanes they've ever proposed.

Caltrans wins funding for high-occupancy toll lanes on I-805 in South Bay By the time the project is complete in 2030, solo drivers will be able to access the freeway's express lanes by paying a toll.

San Diego's Caltrans district won a $39.6 million grant to convert HOV lanes on I-805 in the South Bay into high-occupancy toll lanes. Funding from the tolls (paid by solo drivers) would go to public transit and other travel alternatives along the corridor.
