I like Sega mj and a client called maru Jan because they basically just grab the next 3 people that queue. There are "skill rankings" but they're not as serious because the communities are not gated.

These apps do have a "ranked mode" but it is league based instead of room based.

Ranked mahjong is just grinding. Anyone can get to the "end", it's just a matter of how many reps it will take. So mahjong ranked is mostly fake, but because there really isn't an alternate, people get wrapped up, burn out, and give up.
