That's kind of my point, they ARE squad options. Ngumoha in particular was held up by the club as the reason we didn't replace Diaz. Chiesa's also at least hugely experienced and useful in certain situations. It's on the manager that he won't use them, not even to save the legs of his regulars.

They're an interpretation of rules. Another is there's at least one covering defender and he's never even in control of the ball. It's a cynical (clever?) foul but I'd be livid if a Liverpool player saw red in that situation.

I think that it largely depends on whether the docs comprise of only cold hard facts, or also include someone's interpretation/assessment of them (i.e. the basis of any advice given to Starmer). The latter would be potentially prejudicial.
