My theory is that a lot of the reason is to rehab the bunker down below - part of the plan.
Trump opted to go hang out in that bunker during the George Floyd protest (because he was scared of the protesters), and it lacked ambience, so he wants it upgraded.
Maybe he thinks he will be needing it.
