I get there may be financial savings+expediency by going more state level. Importantly, there is a high level of expertise needed for disaster management that not all states will have/can afford. Or will Elon to create a for-profit disaster relief company-for-hire that will take in big cash?

My thought: If shifting more of the responsibility of disasters to the states, then do not expect CA to continue paying more than its fair share of the Federal budget.
