Regarding (1) - for climatological purposes Q1/Q2/Q3/Q4 should probably be aligned to the temperature cycle, but just don't call them the same words as the meterological seasons.

1) Astronomy doesn't *have* any seasonality and shouldn't pretend it does. Just refer to Q1/Q2/Q3/Q4 or to specific months.
