So you're more right, the service changed more than the car capacity. I do know they were warned by bike advisory groups though
it looks like the DMU consists could carry 80 bikes/train, and they had some flexibility to add an extra bike car. I'll need to dig up some specific schedules to check peak time and daily total capacity, but my sense is you're right and they're running slightly fewer trains, just faster
