All of this is in line with what I'd suggest; I tend to think of formal academia wear as favoring solid bands of darker colors, with warm golden colors as your bright exceptions. Vibrant glowing purple runes as hem accents or the like could be enough dissonance to draw sharp attention.

There's no equivalent to Miranda rights and there's a heavy bias (to the point of 'the ends justify the means') in the courts towards law enforcement, leading towards very high conviction rates on poor or little evidence.

I'm partial to my idea of giving players hints based on their characters mental stats, preferably as a note or pregame knowledge.

If they're still struggling, start slowly moving them in the right direction with encouragement to follow particular thoughts or extra hints

Generally for fantasy names I just sit and wait until my brain generates a random series of letters, say it out loud to see if it works, and then change it to whatever the other people at the table heard.

I highly recommend exploring the idea, there's a lot of potential there both with cyberpunk fantasy and just cyberpunk horror. There are very old issues of White Wolf Magazine you can buy that explored a crossover between the Would of Darkness and Cyberpunk 2020, for example.
