Thought provoking, thanks. Nothing I can fundamentally disagree with but I understand people getting triggered by the headline's timing and the essay's somewhat one-sided framing (measuring progress by the change in IEA GHG projections seems rather generous, for example)

Since the ETS is not a tax but a regulation under EU law - and very likely found to be a regulation under WTO law, too - refunds of ETS charges upon export are prohibited export subsidies. Refunds of a carbon tax would be permissible, however ๐Ÿ™ƒ. That rule needs an update, clearly. (2/2)
