The instute model was to hire brilliant people and support them to get on with it. This worked brilliantly for years until the level of support was not enough.

When I was a grad student in the 1980s at the Carnegie Institution there was a fight between the staff and the admin. Staff wanted to be able to write grant proposals. The institution forbade them because they believed that grant funded research by definition could not be ahead of its time.
