Yes! You can just use powerpoint with links or Miro with links to just visualise when it's very basic (like game where you're the hero) if you don't need a system with conditions and effects.
Paper design can be also very good too! (Like a board game)

But in general ; Twine, it’s not viable after the prototyping, to the production. It remains a tool just for the early stage. Perfect for a game jam or learning… As indie, I will need a writing tool after
It's not great. Articy-Draft is better to use professionally-wise. You can do your prototyping and the production with it (depending of the game).

Yes! Always keep in mind that budget is likely to fall short, not just because budgets are often tight, but also because producers or indie directors rarely understand how much time great writing actually takes.
So true for the importance of the ending! Important also for investigation mechanics!
