On that we agree: polite, constructive criticism is necessary where warranted. And if you do not provide critical feedback on your friend's work (by which I obviously meant colleague), you are not helping them.

You're describing a lazy review from a self-serving referee. A good review identifies strengths and weaknesses, then provides constructive comments to address those weaknesses.

Are you implying it should be pass / fail? My approach has always been, 'how can we make this paper better?' Same as if a friend asks for feedback on their paper.
