I would not be surprised if suburbs specifically attempt to prohibit bikes from high traffic/undermaintained roads. I believe this will end up pushing cyclists onto offstreet paths.

Unfortunately the likely result will be, at least in the suburbs, clear prohibitions on bicycles on local roads and the removal of bicycle infrastructure. I don’t think that will happen in Chicago, but it will stop the expansion of infrastructure and Divvy in its tracks.

I see a lot of folks upset about this, but give the litigation risk, the result of this bill would be the removal of all suburban bicycle infrastructure. Chicago would probably keep its existing infrastructure and Divvy system but would not expand it.
