I remember him describing the horrors of human smuggling, then complaining that the victims were coming "the easy way" while he had to wait for his visas... in the U.S.

I've got a restrictionist book from just before the first Trump presidency that says the border wall would only cost $15 billion, and slams claims that it would cost $25 billion as baseless attacks.
Now here we are, with a $45 billion price tag.
Can anybody tell me the 'real story' here? Why would Vietnam agree to a one-way tariff like this? What are they getting out of it?
