Accessibility is Usability An estimated 1.3 billion people experience significant disability. Do not limit your market. Design for all. Accessibility is necessary for some but used by all. Situational, temporary, or permanent, ease of use is universally beneficial. Build Accessibility into Your Day-to-Day Work Structure and Relationships Information, structure, and relationships conveyed through visual means can be determined programmatically or are available in text format. Descriptive Content Be sure that non-text content can be changed into other forms people need, such as large print, braille, speech, symbols, or simpler language. Equitable Access Ensure equitable access for all content by providing alternative text to images, using descriptive links, avoiding use of color alone, and more.

That’s what a screen reader says when text is in quotes.
Using quotation marks as emphasis creates unnecessary cognitive load for users of assistive technology.
If clarity is the goal, skip the quotes.
