Prez Rutherford B. Hayes—elected by congress in the 1876 compromise that ended Reconstruction—signed the Posse C act to confirm that federal troops would no longer protect Black voters, elected officials, or lives, in places where white sheriffs and their intimidation gangs wanted to be active.
