Well, the OP is in Osage/Quapaw territory and these syllabics aren't used outside of Canada except for northern Montana as far as I know. So I'm assuming it's an Indigenous person from Canada making some sort of statement in relation .... to Haudenosaunee? It's a lovely mystery!

I've never seen the Haudenosaunee use syllabics, so yeah, I'd guess Inuktitut too. Maybe it's like...Inuit on Haud lands?

Well the right side looks like the Haudenosaunee Confederacy flag...just the centre bit is slightly odd because it should look more like a tree. It's using eastern Cree syllabics - it isn't Cree btw, but all these syllabics were modified from Cree originally. Bit odd, honestly.
