someone has already explained to you that "cis" and "trans" mean "unchanged" and "changed" respectively. cis woman and trans woman define people by what they are. cis women are born into womanhood and continue to live in it. trans women are not born into it, and have entered womanhood post-birth.

you 100% misunderstand what "defined by what they are not" means. For example, using "non-white" to describe black and brown people /is/ defining them by what they are not (not white). Using "People of color" is defining them by what they are. Cis and trans are not that.
