At the end of local pr season, the team, with the most points, got a reward. It encouraged the good players to help the mid-level and new people get better

Basically, the pr players were "captins" and they would draft newer or people who were lagging behind on there team
I can't find it now, but there was a smash podcast (maybe coaches corner). He talked about how his scene had the exact same problem towards the end of the brawl (low attendance, toxic character pool, ect)
