It's impossible to have "legally binding" rulings when the court can't write logically coherent opinions, throws out precedent arbitrarily and often skips opinions entirely.

How can anyone infer anything from those rulings in novel situations?

District and circuit courts are the law now.

The reason we are here is because of massively incompetent mismanagement. You cannot overstate how much Rogoff and Timm blew up this system.

Yes we need better design and planning. Unfortunately that probably means going back to the drawing board. But we have to fix the competence problem first.
