In my lexicon, cost-effective means being affordable enough to attract investment, perhaps with a combination of public and private dollars.

What are the available sources of firm generation?

Its requirement is effectively marketing against nuclear.
Until NY defines nuclear energy to be βrenewable energyβ its 100% RE requirement for state agencies will conflict with its interest in hosting advanced nuclear projects.

As of Jan 10, 2025, the highest priced hub was New England at $12.6/MMBTU ($13.3/GJ).

IOW, natural gas isn't always cheap.

They care about affordable power, but they are also interested in abundant cooling water and in cooler ambient temperatures.
