I mean I get that he could have done a lot more with BC Expansion and Reproductive Rights but I think he also had to work with 2 so called "Dems" but not voting in favor of any of the Policies so I don't think Biden's Presidency was a complete failure. He did get quite a bit accomplished.

I don't know about Worst, I mean he has been pretty decent if not above average with Job Growth for every single Month, Infrastructre Act, Chips Act, Inflation Reduction Act and Partial Student Loan forigveness. I think he as also limited by Trump's SC alot also
