I had a permit as a tenant in 2017, other neighborsdid too. Thats how other cities work as well.

The permit is determined by civic number, not who's name is on the mortgage.

It's a landlord issue. It's their responsibility to provision the tenant with a permit.

The current Carney administration has snapped that directly back into line.

You really cannot point to much difference in governance policy from Mulroney + Wilson -> Chrétien + Martin -> Harper + Flaherty -> Trudeau + Morneau/Freeland -> Carney + Champagne.
