We are a small town, now with less cars.

Systems problem. You give an occupation in NYC free parking, you incentivize car ownership for folx driving from one borough to another, choosing to live far away from subway lines. True for firehouses and precincts.

Congratulations, New York City! Now please stop calling it "congestion pricing". It's the "Congestion Relief Zone," because congestion relief is what the toll buys.
