A memo from Monday outlines the service’s desire for Congress to close the Pentagon’s Civilian Protection Center of Excellence.
The Civilian Protection Center of Excellence is doing critical work. But the new DoD leadership does not seem to be informed by all the research (even that conducted for DoD specifically) that shows that civilian harm mitigation makes operations more effective.
