Wondering this for the past 9 months myself. With all of the funding (real and potential) Dems have access to, why aren't there more counter-programs that demonstrate functioning govt.?
Why does it matter? Yes, there is a bureaucratic need to ensure the delivery of assistance goes to the most needy, but psychologically, why does anyone need to visualize the recipient as "worthy?"
