I don't know how large of a team they have had working on the question of whether four is less than ten for the past year, but presumably their finest minds are on the case and they will arrive at an answer eventually. Eager to hear what they conclude.

This is an interesting question for them to be hung up on, as I worked in Japan for about three and a half years and was only a resident for four. I said so on the initial form and sent extra proof of same six months ago when they requested it.

I am now on month fifteen of trying to get my pension refund from Japan. The latest update from the OIST resource center is that the people at the national pension office are trying to determine whether I worked in Japan for more than ten years, which would make me ineligible.
