St Helens Wharf is a two way road. It's just that not much traffic goes south because it's not allowed across the bridge.
The bike symbols are reminders to motorists that cyclists may appear southbound.

Contraflow cycle lanes are covered in LTN 1/20 6.4.21 to 25. This says normally Mandatory (solid) markings should be used. But below 1000 vehicles per day, advisory markings may be used.

I personally don't use one, but we are keen to make the streets and pavements inclusive and safe, and there are many problems and barriers. We and our member group Oxford Pedestrians Association @oxfordpedestrians.bsky.social campaign on this basis.

We do, and more. People will be able to park mobility scooters here too.
But the main benefit for people using mobility scooters and other wheeled mobilty aids will be the level crossing of the and removal of the barrier. The kerbs and barrier made it difficult for many.

Oxford has had congestion problems for years.
In 2015, Labour City Council supported Conservative County Council in launching the traffic filters & core schemes.
In 2022, all parties & Councillors unanimously approved them as part of LTCP.
The solution is clear, regardless of political backsliding.

Not enough people recognise the harms done to others by driving a car. Sometimes this is justified, maybe (although 25% of UK households have no car), many times not.
