For example, the Gulf War got a lot more out of Iraq's fielded forces destroyed by applying AirLand Battle than it did deep strikes against infrastructure. The latter did happen, and did matter, but the main event was the defeat of Iraqi fielded forces, especially armor and air defense.

A lot of the weight here is the word "strategic." For air planners in the US, strategic = bomber force or nukes. It's a legacy from the Cold War. There's a reason the nuclear command is US Strategic Command. Fighters (off land or a carrier), are tac air. You can do a lot of coercion with tac air.

Most nations are not investing in strategic airpower. Only the US, Russia, and China field bomber forces. Not a coincidence these nations have bomber-based nuclear weapons. Ukraine is currently running a strat air campaign with UAS. It doesn't seem to be winning them the war. Tac air is more common.
