One thing I've always known, but saw concretely through faculty reviews over the past few years, is how academic grants + fellowships are self-replicating: when you enter that milieu, you have the *time* and capital to apply for more and more. Resources continually heaped on the same people.

Rather a narrow definition of 'enabling' here. Teaching/teaching & scholarship staff also play vital enabling roles at most universities, enabling teaching & research staff to have some time for research by managing disproportionate student numbers.
