From April 2021 to September 2021, we conducted remote inspections of the ICE hotel facilities to assess compliance by the contractor, Endeavors, with ICE detention standards and COVID-19 requirements. What We Recommend We made four recommendations to improve ICE's contracting and oversight of hotel facility management and operations. What We Found ICE did not adequately justify the need for the sole source contract to house migrant families and spent approximately $17 million for hotel space and services at six hotels that went largely unused between April and June 2021. ICE's sole source contract with Endeavors resulted in millions of dollars being spent on unused hotel space. In addition, Endeavors did not meet new healthcare protocols or ensure proper COVID-19 testing for families. For example, families were not tested by ICE for COVID-19 prior to being transported to hotels and were not always tested by Endeavors staff upon arrival at or departure from hotels, putting migrant families and the outside population at risk of contracting COVID-19. Further, Endeavors did not follow required ICE standards to ensure the proper care for housing migrant families while such families were residing in its facilities. ICE Response ICE concurred with one recommendation and did not concur with three recommendations. One recommendation was resolved and closed, and three recommendations were administratively closed. (Endeavors), to operate an emergency intake site. Congress and the media raised concerns about ACF's sole source contract awarded to Endeavors. We previously identified issues related to ACF sole source contracting. This audit, one in a series focused on contracting related to unaccompanied alien children, specifically addressed the sole source contract awarded to Endeavors. What OIG Found ACF did not award the Endeavors 2021 sole source contract in accordance with Federal requirements. Other, more qualified contractors may have been available to perform the duties of the contract at a lower cost to the Government. For several months, ACF anticipated the need for additional shelter beds but failed to adequately plan to address the need. Instead, when ACF needed beds, it indicated that there was insufficient time to award a competitive contract and awarded the sole source contract 3 days after receiving an unsolicited proposal from Endeavors. Estimated Cost Analysis $529 million $245 million ACF's Cost Estimate Endeavors Contract Amount ACF could not provide documentation that it conducted a price analysis before awarding the contract to show that Endeavors' price was fair and reasonable. The "family reception" sites were hotels that Endeavors ran as basically halfway houses. They were a costly mess and DHS's Inspector General issued a scathing investigation.
Endeavors ALSO got a $529 million contract to run an emergency shelter for kids. The HHS IG *also* savaged the contract.
September 23rd, 2022 β’ Joshua Manson ICE tried to solve its COVID crisis by detaining people in hotels. It was a complete failure.
Endeavors is a Texas nonprofit that in Jan 2021 hired a former ICE employee and Biden transition team member to run their "migrant services" portfolio.
In March 2021, ICE awarded Endeavors an no-bid $87 million contract to run "emergency family reception sites."
The whole thing was a debacle.
