Consequentialism is not framed as widely as that article would have you believe.
If Scalia is viewed as the high water mark of textualism his analysis is not as extreme as the one critiqued.
But even scalia in reading law has an absurdity canon. It may not be as wide as some, and I know his view of holy trinity is criticised because some suggest he does not apply an absurdity approach but it is there and is based on evaluating the result (canon 37), and even his canon on

I can't think of any from wide reading over jurisdictions. It feels like a strawman argument used to criticise textualism albeit in this case produced by a self proclaimed textualist.
The disconnect between their view of law and law in real life grows ever wider.
This article confuses me. Consideration of consequences of constructions of legislation seems built in to principles of interpretation. The idea that you reject readings which lead to absurd results (which seems part of textualists' analysis across systems) surely assumes this?
