The conflict is only resolved when a Hellion takes the stage and allowed to talk about their peoples suffering.
Did the message get muddled? Maybe - but I dont read this episode as Anti Palestine.
I dont feel the episode is anti palestine - I believe its anti war and also Anti complacency.

The villain is a terrorist and is tortured by the Doctor. However, the Doctors response is never framed as right. Its a story about a perpetuatung cycle of violance - after the Doctor threatens Kid everyone becomes afraid of him and both Susan and Belinda call out his actions as wrong
