The third recommendation is also complicated:
βοΈConvene a donor conference to develop a new humanitarian response plan in a fully transparent way with input from local stakeholders that reflect groups who are in particular need of support.
The second recommendation is more complicated:
βοΈConvene a second cessation of hostilities conference to negotiate the return of land stolen from displaced Tigrayans.
NOT a national dialogue. Everyone doesn't need to talk. This is about stolen land and illegal occupation.

RECOMMENDATIONS
I make three urgent recommendations in the report:
The first recommendation is simple.
βοΈKeep food aid going to avoid starvation.

5β£ The same is true for medicine. There were only two IDP hosting sites (out of 675) reporting that medicine was available and affordable to IDPs. Chronic conditions or even common ones can be lethal without medicine.

4β£ When IDPs are sick, they cannot get help. Access to medical care is improving at a glacial pace in Tigray. It is still largely inaccessible due to scarcity of resources, medicine, and basic equipment and supplies.

3β£ Malaria and diarrhea are the greatest health fears for displaced people in Tigray, as well as malnutrition, persistent cough, skin infection, and cholera. These concerns are exacerbated by the lack of medicine and medical care.

2β£ Lack of food is still the greatest concern for displaced people in Tigray, but not the only one. This means that they still need food aid. This will continue until the political courage is found to restore Tigray to its prewar borders.

OVERVIEW
The most critical findings, in my analysis, follow:
1β£ Formal humanitarian aid played a major role in the survival of displaced people in Tigray, probably for the first time since the invasion in 2020. Support from the host community was still more prevalent.

Bottom line: Aid groups and hosts were largely successful in getting displaced people in Tigray through 2024. But they are still doing disaster response until donors and politicians address the immediate causes of displacement and devastation.
