If-The-Emperor-Had-A-TTS-Device Canon is the second; where stuff is *incredibly* fucked up, but now there's hope that it'll get fixed, and in this, it creates *immense* potential!
But if you're not looking at regular Grimdark as a means of self-insertion, then it's not going to be appealing.
Regular WH40K is about being allowed to make whatever kind of overpowered system you desire, and consider it canon, because in reality it's not like anything you could actually do will make a difference beyond the scope you chose.

I think that's because Grimdark settings are made in one of two ways:
- Player-focused settings
- Faux Grimdark (where the end goal *is* fixing everything)
I like WH40k as an example of both of these, actually!
