Today, BPS staff released their code proposal for making the Critical Energy Infrastructure Hub safer.
On first glance, it's pretty good. We didn't get everything we asked for, but the major pieces are present including a prohibition on all new liquid fuel terminals + a mandatory fuel drawdown.

Last week, Oregon DEQ approved Zenith's air permit. DEQ officials argued publicly that the permit represents an improvement in air quality because of supposed concessions.
Instead, adding risk to an already highly risky situation is a betrayal of the public interest.

City of Portland hires independent law firm for Zenith investigation
The cityβs internal investigation of its contract with the fossil fuel company faced bias claims and missed multiple deadlines. City councilors pressured the mayor to hire outside help.

In sum, there are serious concerns about the quality of investigations into Zenith that city council called for.
