Efiles - 2025_11_14_CEI-Hub-Proposed-Draft

Today, BPS staff released their code proposal for making the Critical Energy Infrastructure Hub safer.

On first glance, it's pretty good. We didn't get everything we asked for, but the major pieces are present including a prohibition on all new liquid fuel terminals + a mandatory fuel drawdown.

Without serious grassroots movement pressure in Portland & (half) of our city council demanding action, I don’t think we’d see Rep. Maxine Dexter as a co-sponsor of this resolution.

No matter what corporate media says, your efforts are transforming what is β€œpolitically possible” in an enormous way.

Mayor Wilson announced police will begin citing homeless Portlanders for declining shelter, starting this weekend. The move comes as 15,000 homeless residents in the county are set to lose food assistance, and service providers say the criminal justice system only makes things worse.

Three of my neighbors in district 1 were killed in three separate car collisions last night. We need action now to reduce pedestrian and cyclist deaths.

YOU need to do more to improve your own driving. Do better. Keep your neighbors alive.

My Detention Facility Fee policy will have a first hearing at the morning Council Session on 11/5. It will be posted tomorrow on the website, and I will repost a link for people to submit written testimony. I also recommend emailing your district Councilors if this is an issue that matters to you.

Workers in and adjacent to the CEI Hub are on the front lines of what would be a world-historic industrial disaster.

We owe it to ourselves and future generations to make our community safer.

πŸ›’οΈ Zenith Energy update 🧡 πŸ›’οΈ

Last week, Oregon DEQ approved Zenith's air permit. DEQ officials argued publicly that the permit represents an improvement in air quality because of supposed concessions.

Instead, adding risk to an already highly risky situation is a betrayal of the public interest.

A couple of years ago, the Democrats in the Oregon legislature passed a domestic terrorism law over of the objection of civil liberties advocates, environmentalists, and ordinarily reasonable Oregonians who told them this would only be used against the left.

It fits right in with Trump’s strategy.

Tell PDX planners to stop adding fuel storage at the CEI Hub and to plan a drawdown of existing fuel storage! πŸ‘‡

City of Portland hires independent law firm for Zenith investigation The city’s internal investigation of its contract with the fossil fuel company faced bias claims and missed multiple deadlines. City councilors pressured the mayor to hire outside help.

@jeremiahhayden.bsky.social does it again with incredibly thorough investigative reporting on the latest with Zenith.

In sum, there are serious concerns about the quality of investigations into Zenith that city council called for.

It’s worth sitting down and attentively reading the whole thing.
