There is a USB control trim with +-5Hz range. It has quite a narrow bandwidth though so not suitable for FM.

Yes — this all depends on whether absolute accuracy, longterm stability, signal purity, portability or agile output is the major goal.
Rubidiums have few things to watch out for: they can be up to 1E-9 off frequency (but can be manually trimmed) and significant spurs due to the way they operate.
