Yes killing hundreds as collateral damage is different from killing hundreds of thousands in collateral damage.

But Trump isn't trying to do carpet bombing either. America is mostly just being dumb and brazen and not caring too about collateral damage when hitting his targets. Or caring one bit what comes next and how the world will be reshaped.
