It's a fairly obscure bit of English. Ignore the 'time' part, what “top-drawer” refers to is literally a top drawer (in say a chest of drawers) where traditionally all your best (treasured) things would be placed. Thus to say “top drawer” in reference to *anything* means it is treasured.
