I'm really not a fan of the report you linked. AFAIK, the report did not consult any actual ground/fresh water experts, and does not describe how that poor lady actually gets her water. Her situation is shocking, but the report itself does not offer direct evidence of a connection to datacenters.

That doesn't mean they can't be filtered out, though. I'm not sure I would describe the water as "permanently poisoned."
This link that you posted suggests that datacenters *could* be releasing PFAs. Do you have any information suggesting that the levels are above normal for commercial businesses?
