When I went through a 2-year MS (EE) program there was a thesis and non-thesis option where the latter meant one still had to submit a “report” and could not get into a PhD program. Otherwise, the coursework (credit requirement) was the same.

We were funded for three years for French PhD, with the department head encouraging to finish in 33 months so we would have funding for a few months to find a job. It’s been awhile but I don’t recall anyone going past 3 years to finish-forceful drive by the advisors to “git ‘er done”
