This and Race Drivin' on game boy both make my jaw drop.

Race Drivin' is especially impressive because it runs way better than the SNES and Genesis ports!

Would the Game Boy Advance SP suit your needs? It's not exactly modern buy probably on the less expensive side compared to a modded color with replacement screen.
