That's not how this works. Have you ever read the federal statue prohibiting murder? No? How about the state one governing the state law governing the state you live in? No? Does this mean you are exempt from those laws?

The message to the Admiral is very clear already: take the blame, get pardoned, and get a lucrative job in the right wing media world. The only question is if he wants it or not. My guess is not: honor goes a long way with a lot of military people at that level
