Even IF other country paid tariffs, it’s like this. Pretariff, item costs $5 to make. Ship to US retailer for $10. Retailer sells for $20. Everyone doubles $$. Add 100% tariff. Now item costs $10 to make. Can’t sell to US with 0 profit, so they ship for $20. Retailer sells for $40. We still pay.

Just because something isn’t legal isn’t in itself enough of a reason for Trump not to do it. He will fire Powell and name an acting replacement. Sure, there will be lawsuits and this will be tied up in courts, but he’ll have crashed the world economy while it plays out. Count on it.
