We should also ask what kind of political, media, and economic environment makes russian style disruption so effective in the first place.

The same forces that help weaken democracies are not easily controlled by anyone, including the kremlin.
It is not necessary to claim that they are controlled by putin. That would be too simple and too absolute.
The stronger point is that they represent a new political condition in which private actors with enormous wealth and reach can destabilize public life on their own.
The old logic of active measures now operates inside a looser ecosystem where states, billionaires, influencers, anonymous networks, and ideological entrepreneurs all collide.
That is why the problem is bigger than russian propaganda alone.
The issue is not only what moscow says.
Today it moves through platforms, viral outrage, conspiracy networks, proxy media, oligarchic money, and algorithmic amplification.
So the continuity is real, but the delivery system is different.
He was shaped by the KGB system and by a political culture that treated information, compromise, intimidation, and manipulation as instruments of power.
His background matters because it helps explain the instincts he brought into modern russian rule.
There is a long continuity in Soviet and russian strategic culture around political warfare, active measures, manipulation of perceptions, and weakening adversaries from within.
