No, that everybody in Europe was drinking alcoholic beverages (allegedly because water was unhealthy without alcohol) is a myth. Clean water was readily available, an (low alcohol) beer was drunken for it's nutritious content.

Found at a Roman villa at Froitzheim in Germany in 1985.
