I was there for almost two weeks with a group and spoke no Japanese. Some places had signs in English, and many of the merchants in the larger areas spoke at least some English. We had a bilingual tour guide, but when she wasn’t around Google translate, maps, and gestures worked just fine.

It is possible to be racist, sexist, etc., and still hire people from those groups because their service benefits them. A sexist can hire a woman (& marry) a woman yet still hold sexist beliefs. Many black people were fired by white employers during the civil rights movement for trying to vote, etc.
